Do I need to use a VPN if I want to download torrents?

In the Netherlands it is prohibited to upload and download films and series. Where previously only uploaders could expect a fixed fine, now downloaders are also at risk. Every site where you can download torrents is required to store IP addresses. Stichting Brein, the organisation responsible for handing out these fines, will monitor this increasingly stringently.
